Evince is one of the GNOME core applications (we even demo it in our GNOME Quick Start guide), and thus I think, it should appear along with all the other applications.
I know you normally don't want to start it directly, (double-)clicking a PDF file is all what is needed. Or using "Open with" is also fine.
But if you want to clean up the Application menu (I'm all for it!), introduce a second level (cf. MacOSX' "Utilities").

I cannot see a discussion! And the voting was apparently saying we want to have an app launcher for evince. So from the information I can gather you decided to not show it because it needs a patch.
