As far as I know IPv6 is enabled by default with fresh install for oS
11.3 and earlier too.

+ Yes, it is enabled very long, probably since 9.1.
+ One has to disable it under certain conditions, like when using old
+ home routers that have no idea what it is and slow down name
+ resolution.
