Title: Make rpm licenses publically available

I'd like to offer a decoder for the rpm license strings for public.
I suggest to use the website to offer
a) a searchable list of licenses showing
* short name (as used in rpm packages)
* Long descriptive Name
* License Fulltext (by reference and or local copy)
b) A decoder engine explaining in plain english what a given rpm
license string means.Including dual, mix, aggregate qualification.
c) a validator for rpm license strings.

Use Case:
customer could decipher syntax
customer can access license fulltext.
zypper and yast could offer a more detailled view of the licenses.

Good idea. We could easily offer a JSON-RPC service for this.
