Changing of a maintainer is completely silent - there is no tracking of
changes and no reminder about it (and no possibility of them). When
some project maintainer uses a script to mass change something and it
has a bug, then we can simply lose the information (the real life
example should be in ). So BS as a non reliable source of maintainerhip
There should be a tracking of changes and notifications about it. In
general all metadata changes should be tracked and changes would be

The base problem is that we may not lose the internal Novell
responsilbe person for maintained packages. So this feature is very
close with the FATE#308774 (Ensure that each L3-supported package has a
single Novell bugowner) and also FATE#308793 (Versioned History for
Roles and Attributes).

this are acutually two features:
* notification via hermes on maintainer change
* history for project an package meta data.
I choice option two for this feature ;)
