Title: Default console IRC Chat pointed to IRC freenode #suse

Have all fresh openSUSE installs include an already configured console IRC chat
program (irssi, weechat or more user friendly text chat program if available)
with default config file already setup to point to freenode to IRC#suse.

The intent is that if the user finds themselfs stuck in run level 3 (with
internet access) with no GUI they will have an option to type the chat program
via a single command, and then go to #suse for support.

There would need be some design work to ensure this functions, with some way of
telling new users this program is available when they find them selves
suddently at run level 3 (or at a gui broken run level 5).
