I tried to fix the build problem of python-PyMuPDF with no success,
because the problem is in jbig2dec >= 0.17 (ABI change without notice).

The build fails with:
ImportError:
/home/abuild/rpmbuild/BUILDROOT/python-PyMuPDF-1.16.14-1.3.x86_64/usr/lib64/python3.8/site-packages/fitz/_fitz.cpython-38-x86_64-linux-gnu.so:
undefined symbol: jbig2_ctx_new

Reason: In jbig2dec >= 0.17 jbig2_ctx_new is no longer exported.

Debian and Fedora (using the patch from Debian) restore the ABI export
of jbig2_ctx_new to fix this (and other future) problems.
