this text is older, perhaps it is outdated so that
nowadays /tmp on tmpfs is perhaps mandatory?

I'm not sure whether it's mandatory, but is it the openSUSE default?
If it is, then someone undoing that is customizing, and takes the
ensuing risk in their own hands.
