all options are somehow addressing issue.
Extending current changelog policy (https://en.opensuse.org/openSUSE:Creating_a_changes_file_(RPM) is suggesting to document (User story 2) and other approved cases as a known exceptions. So cases matching User story 2, would be accepted as known exceptions.
The trimming option is suggesting to trim/cut the changelog in OBS to a reasonable date (As an example to SLE-15-SP1:GA date for SLE-15-SP2:GA changes)
You as a maintainer then don't have to worry about changelog items older than the current service pack. And therefore there is a lesser change, that you'll get to a situation where you'd have to ask for an exception. Used trim dates are just example (it could be also SP0:GA for SP2 ...) and would have to go through a round of approvals.

**We (core team*) would like to implement one of (or combination) presented solutions in order to improve current Submit Review Process. This process currently requires process exceptions in specific cases concerning changelog changes.**
