Not necessarily. They can also be implemented in embedded lua.

And we could also just (maybe) write

%pre -p /usr/sbin/update-alternatives --install ...

Exciting how rpm works.

It should be mentioned that with e.g.

%post -p <lua>

the os.execute() and io.popen() lua API do use /bin/sh just like
(g)libc system(3), that is ther is no os.execve() :P
