You asked df(1) to output with "-human-readable" size, and that's what
it did:

-h, --human-readable print sizes in powers of 1024 (e.g., 1023M)

GNU coreutils follows POSIX here, so there's nothing wrong with the output
you got:

df -h is an extension, so POSIX doesn't really come into play here.

BTW: also the *BSDs have 'df -h' with the same units, so there's some
compatibility to consider.

And, "M" without suffix is a Mebibyte (short MiB, 2^20 = 1 048 576),
while "MB" stands for Megabyte (10^6 = 1 000 000).
Therefore, the use of K/M/G/T/P/E/Z/Y without the 'B' suffix are correct, no?
