That kernel is 3 weeks old. Does it work better with that than the current 4.19.7? Next to try after current kernel is 'zypper rm xf86-video-intel'. The Intel driver hasn't had an official release since 3.5 years ago. My Haswell and all other Intel gfx I have that are supported by it are happily using the modesetting driver provided by the X server, both on Leap and TW. If the driver switch doesn't provide a cure, try temporarily disabling Plymouth, by appending plymouth.enable=0 in your Grub menu using the e key. -- Evolution as taught in public schools is religion, not science.
