Maybe because the last dup replaced 6 old yui* packages with only 3 new, as
on one of my TW20180803, or something similar?


# zypper in libyui-qt9 libyui-qt-graph9 libyui-qt-pkg9

all works as expected

with this possibility in mind, especially for packages rpm*, zypper,
yast*. I always:
zypper ref && \
zypper -v dup --no-r --no-allow-v -d && \
zypper -v dup --no-r --no-allow-v -y

but you must have space available to store the packages
