No. Nomodeset is a troubleshooting parameter that prevents all drivers
for
non-ancient gfxchips from being used, slowing Xorg to a crawl, if it
starts at all.

What Martin write means you should allow Xorg use the integrated
modeset driver
by not having xf86-video-intel installed. It's easier and simpler than
configuring manually via /etc/X11/xorg.conf* to not use an installed
xf86-video-intel driver. If it doesn't help, reinstall it.

The switch to the integrated modest driver does not work. It still asks for
xf86-video-intel.

Interesting in this context: same issue as described in the bug is visible in
runlevel 3 as well. So you can't even use the command prompt with kernel 4.13.1
