Have filed a bug report: https://bugzilla.opensuse.org/show_bug.cgi?id=1047137
Installing python2-fasteners does indeed work as a workaround. The python3-fasteners I had also installed after searching for fasteners via zypper search is apparently not required.

to try to fix it locally, try: zypper in python2-fasteners
