Indeed there is no more /var/lock, snapper pre/post diff shows it
was deleted
during the update....

To be more specific, before:

woodstock:/ # rpm -qf /var/lock

woodstock:/var # rpm -qf /var/lock
file /var/lock is not owned by any package

rpm -ql filesystem |grep lock gives no match

/var/lock should be a symlink to /run/lock and the entire construct is
managed by systemd-tmpfiles, base don /usr/lib/tmpfiles.d/legacy.conf:

d /run/lock 0775 root lock -
L /var/lock - - - - ../run/lock

systemd-tmpfiles --create /usr/lib/tmpfiles.d/legacy.conf

should take care of this setup - and this should actually run at every
boot; did you restart your TW machine after applying the update?

I did not and usually only reboot for a new kernel or when restarting dbus
is necessary. are you saying there is now another requirement to reboot a
system? and this was not required previously?
