From my reading and limited understanding at a guess we are trying to swap to libinput only (this is all thats supported on wayland), and I'm taking another guess that serial mice / serial pointer drivers aren't supported currently by libinput. I've posted your comment to the fate entry so hopefully someone can give you a more complete answer.
