You get it from videolan, or from another repo I don't remember the name that only holds the libdvdcss2 file. # grep guide /etc/zypp/* Libdvdcss.repo:baseurl=http://opensuse-guide.org/repo/openSUSE_Leap_42.1/

After my last re-install of Leap 42.2 I couldn't play or edit any mp4 file, and VLC crashed with any file, like a mp3 or mp4.
The solution was to make (with the Packman repo enabled):
"sudo zypper dup --from Packman"
After this, VLC works fine, and I can play or edit the mp4 files with the desired applications.
http://www.opensuse-guide.org/codecs.php is *only* to answer the request for libdvdcss2.
