Yes and no, Pardus used to be a KDE only distribution developed from ground up and such. But now it's just Debian with some extra packages. And no, *some* small percentage of the government uses it. Btw. these kind of discussion doesn't really help anyone. We have KDE, Gnome, E17, LXDE and more. You can select whichever you want. Just use the one that works for you.
