[opensuse-factory] Libyami-utils proposal for Factory

Libyami-utils consists of a colleciton of applications and tests
for use by the libyami media framework. This framework provides building
blocks for Intel x86 video acceleration. Features suported by the
applications in libyami-utils include decoding, encoding, and video post
processing. These solutions are based around Intel's libva interface.

e.g., yamiencode -> libyami -> libva -> intel-vaapi-driver

Libyami-utils applications such as yamiencode is supported by Google's
rtc-video-quality performance test metrics for comparing x86 hardware
acceleration of vdeo encode against purely software solutions using libvpx.

Applications like yamitranscode provide a reference implementation for
projects wishing to use the lightweight libyami framework for video
transcoding.
