we need to get rid of %insserv_prereq then. turning it into a noop

Why the hassle of a noop macro then? This will only hide the fallouts.

For a start, fixing the packages marked to be 'failed' at
https://build.opensuse.org/project/staging_projects/openSUSE:Factory/C

is the correct way to start this approach.
