Do you see any (unusual) disk activity? Suspend to disk tries to
flush cashes to reduce size of hibernate image, so some
performance degradation due to excessive disk access shortly after
resume is to be expected.

Actually, I see a lot of degradation in this respect, comparing Leap
42.2 to 13.1 (systemd vs pm utils).
