How so? Is /opt not snapshotted? If not, why is it treated different than /usr
in this regard?

/opt is created as separate subvolume by default. As such out of
sync with the rpm db.
I don't know the exact reason but the difference between /opt and
/usr is that /opt allows admins to put files bypassing package
management. If /opt wasn't separate rollbacks would potentially also
roll back (non-rpm'd) 3rd party software which may be surprising.
