Yes I was using kdm when testing DISPLAYMANAGER_SHUTDOWN Actually I'm testing several display-managers right now.
To disable shutdown with sddm, you'd have to change the polkit rules. Adding something like this to /etc/polkit-default-privs.local and run "sudo /sbin/set_polkit_default_privs" to apply the settings: org.freedesktop.login1.power-off no
(for disabling reboot, change that "power-off" to "reboot", if you want to disable both, just add both lines) Note that this will also disable shutdown/reboot for the desktop and via systemctl.
This should also apply to other display manager, but I'm not sure.
Added the polkit rules, but it doesn't change anything. The users can still power-off/reboot from either the greeter (sddm, kdm, or lightdm) and via systemctl.
Alternatively, you can install kdm and switch to it in /etc/sysconfig/displaymanager, it is still included. I did so, but after switching to kdm, changing DISPLAYMANAGER_SHUTDOWN had still no effect.
