That lead me to one question - how does a new package in Factory make it into Tumbleweed? https://en.opensuse.org/openSUSE:Factory_development_model does not really answer this.

Axel, Factory is under continuous change. Roughly once a day a "snapshot" is taken and evaluated via automated testing. If it passes, the snapshot in full is rolled into Tumbleweed. So unless your package is causing the snapshot to fail autoQA, there is nothing you need to do.
