I've encountered this issue on two systems now, both on Tumbleweed
builds from the last few weeks, both with Intel graphics:

[   165.805] (EE) modeset(0): drmSetMaster failed: Permission denied

Fatal server error:
[   165.805] (EE) AddScreen/ScreenInit failed for driver 0

[   165.805] (EE)

The solution I found through Arch forums was to add the sticky bit on
the X server:

$ chmod ug+s /usr/bin/Xorg

Uh, the node "/dev/fb0" is owned "root:video" with "crw-rw----" as rights.

So, either use setuid+setgid bit as shown by you,
or add your user to the video group:

sudo usermod -a -G video $USER

then it should be possible to use a non-root X11 session.

PS: Maybe a user created via yast should get added to the video group by

- Yamaban.
