It did not much togive a solution to the problem and reading the man pages
udev and systemd-udevd.service did not help either.

Could somebody with an understanding of my problem give me some guidance?

Two problems here..

a) Nothing should pull systemd-udev-settle service .. it is a legacy
hack..however some components still need it.. like dmraid and the lvm
generator ..do you use any of those ?

b) If the answer is yes to the above .. We need to figure out why it
fails.. boot with "debug" in the kernel command line and post the
output of journalctl -b in a bug report @ bugzilla
