Take a look at openSUSE:Factory:ARM or openSUSE:Factory:PowerPC, where
you can see that all the KDE3 packages are green.

Yeah, not building them is indeed helpful to avoid seeing build
failures. PowerPC built kdebase3 last time August 7 and ARM on Jul 27.
