is there a fix for this. I always end up recompiling perl and then
modperl and then apache.

Not broken it was deprecated....

that is a problem for majordomo and a ton of my own written scripts.

Have a look at "perl-Time-modules", it contains the module Time::CTime.
Maybe that could be a start for a workaround.
