The designation of "42" is a placeholder/temporary-identifying-mark/name-to-use-until-proven or anything it can be called *just* to identify a possible collection of applications until such time as future action can be determined. It doesn't need or have to be "voted" on as it doesn't exist as a distributed version, now or sometime in the future.
