The missing file (in TW) is, for example when kernel 4 was installed, 'symtypes-4-0-0-1.<*>-desktop.gz. This has occurred for previous kernel upgrades so it is not "an ooops" for kernel 4.
The "symtypes" file is part of the kernel-devel (or, kernel-devel-desktop) package. You probably have that installed for 13.2, but not for Tumbleweed. And no, "grub2-mkconfig" does not create or update that file.
