And, as I've already mentioned, how do you do that when desktop
configuration says you don't have a touchpad?

TW is changing from evdev and synaptisc drivers to
xf86-input-libinput

to Tapping on touchpad you need
in /etc/X11/xorg.conf.d/90-libinput.conf

add in this Section :
Section "InputClass"
Identifier "libinput touchpad catchall"
MatchIsTouchpad "on"
MatchDevicePath "/dev/input/event*"
Driver "libinput"
EndSection

this option : ' Option "Tapping" "on" '

-- upstream has Tapping by default disabled

CORRECTION:
Returning to kernel-desktop-3-19.3 provides missing touchpad
function.

Returning to 3.10.3 does NOT restore touchpad function. The
issue is elsewhere in 20150418.
