IIRC, the release notes package now also contains the "green" variant; at least, this one is build before packaging. It is probably needed to adjust the publishing script accordingly. I do not know which script extracts the files from the release notes package and copies them to the Web server.

And why release notes page: https://en.opensuse.org/openSUSE:Release_Notes points to suse.com version (https://www.suse.com/releasenotes/i386/openSUSE/13.2/RELEASE-NOTES.en.html) not opensuse.org?

That's the green variant--good to know that it exists. It's traditionally on suse.com (opensuse.org came later). I would not mind of someone would change https://en.opensuse.org/openSUSE:Release_Notes as needed or would fit best.
