Let me guess: you are not running rsyslog.
If that's what it takes and it isn't started via default installation configuration, then I'm not. I have many 13.1 installations. All have messages on tty10. I have many 13.2 installations. None have messages on tty10. In the currently multi-user.target booted 13.2, ps -A | grep sys produces nothing resembling rsyslog. All 5 lines are systemd* lines.
