With the divergence from usual routine for 13.2 development compared to prior releases, I wouldn't expect either typical pre-release schedule conformity or typical build quality prior to beta.
The obvious question then comes up: why are Milestones produced at great HR and computer resource expense and then made available for download?
If you're referring to what you find at http://download.opensuse.org/factory/iso/ what you're seeing there now looks like a result of B.S. automation, not "great HR and computer resource expense". When milestones are released they usually have a timestamp rather close to what you see at http://download.opensuse.org/factory-snapshot/repo/, which currently is dated prior to 13.1 release.
