qpopper is available for 12.2, 12.3, and factory. Yet it is missing from

Looking at the request history, qpopper was removed from Factory in
April 2013:

Looking into the details of 172445 shows:

Review: declined Group: legal-team

That seems reasonably explained why it's dropped... I can't judge about
