Because it doesn't need to be? What you see there are two package types:
DEB (aka Ubuntu aka Debian, Mint, etc)
RPM (aka Fedora aka Mageia, openSUSE, etc)
Do you see instructions there what to do if it makes things worse? Would you know what to do if that happened? If you want to know if the latest Intel driver works better on your system, and don't already have a Factory installation, add one and see. If the Factory driver and Intel's latest are not now one and the same, it shouldn't be long before they are. Intel only releases at 3 month intervals.
