What exact link? That is the key to know what it is - unless you track the
build numbers.

12.2 RC2 is almost what is going to be releases as 12.2 GM this September.
Versions are
frozen, there are almost no updates.

Factory is now 13.1, the future version that will be released months in the
future, and is
going ahead, it should have frequent updates.

Surely there have been some updates since RC2 was released.
