looks to be almost an entire

This looks consistently like all online updates we did so far.

maybe -- I thought I had the update packages in my install base, maybe it
wasn't installed correctly -- but still jumping from 7 to 324? That's
normal?

If there is a update for the "update stack" (libzypp, zypper, PackageKit,
yast2-online-update)
this update is installed first and then the updater needs to be restarted.

So your first update only covered the update stack packages.

The second one after rerun covered all the other updates in the queue.
