In the current situation, we don't have mozc on DVD but only on online repos. The situation regarding mozc should be discussed again in opensuse-ja ML.

If we want to drop the automatic installation of scim, then yes. OTOH, installing scim doesn't hurt except for some disk spaces once when you adjust the priority of other IMs correctly.
So, I'd suggest to keep it until other tasks are done.

Well, now ibus has provdies already since 12.1, thus removing from scim should be harmless. If you work on it, just rip off all locales.
but like you said. keep it until other tasks are done. even if one single Chinese vote for SCIM, I have to keep all the zh strings...
