For viewing the release notes online, that's probably the right location. Maybe, the automatic update process is currently broken (because of the move from novell.com to suse.com?). We must check it. The most recent document it available in SVN, which is linked from http://en.opensuse.org/openSUSE:Release_Notes.
From the SVN I package it as a regular openSUSE software package and submit it to Factory or as an online update to, say, openSUSE:12.1:Update:Test, etc.
