It has to :) simple because going into the two init systems path is not a supportable option, it essentially increases complexity and the number of usecases exponentially.
Maybe I'm missing something, but: A goal of eliminating the package sysvinit and the associated run levels is one thing. A goal of re-coding all of the init scripts in /etc/init.d to be native systemd units is something else.
