Ilya, YaST GTK frontened has been started as an open-source and free/community project by Michael Meeks and it's currently maintained by Ricardo Cruz. YaST team will gladly use your or anyone else's port to GTK3.

Ok now I understand. You complain that yast2-gtk3 looks aline in a world full of gtk2 stuff, right? Sorry, but we have no resources to keep 2 branches of yast2-gtk(2).
