If users want it then they can switch actively but don't force the others. There are use cases beyond rebooting again and again while watching the stopwatch ...
If it becomes the standard, and appears it will, you will have the opportunity to install your choice, probably w/o support. And if I want systemd, it will be there for me and I will not have to switch. Why would one continually reboot a linux system?
