I'm not totally certain, but I don't remember having disabled this. I'm installing Factory on a couple of systems and although /etc/resolv.conf is created, 'nameserver' is not set. There used to be a DHCLIENT_MODIFY_RESOLV_CONF variable in /etc/sysconfig/network/dhcp, but it seems have moved or disappeared.
netconfig or NetworkManager? Here with openSUSE 12.1 RC 1 and netconfig with a bridged device it works as expected. DHCLIENT_MODIFY_RESOLV_CONF isn't longer used. Even openSUSE 11.4 doesn't make use of it. Please file a bug report if you believe this needs better documentation.
