Bingo, it wasn't listed in INITRD_MODULES but when I set NO_KMS_IN_INITRD = yes and ran mkinitrd again it is no longer loading on boot.
Yes, as documented in our release notes. In most cases adding 'nomodeset' to kernel boot parameters should be sufficient though.
