After the above change to /etc/sysconfig/cups and reboot, cupsd now
starts automatically.
# ps fax|grep cupsd
4030 ? Ss 0:00 /usr/sbin/cupsd -C /etc/cups/cupsd.conf
26040 pts/2 S+ 0:00 | \_ grep cupsd
# lpq
Photosmart_D7400 is ready

# lpc status

On 2 other boxes.

tindog:~ # vi /etc/sysconfig/cups
tindog:~ # rccups start
Starting cupsd

tindog:~ # lpq
hp is ready
no entries
