You are mixing up multiple things:
installing 32bit kernel on a 64bit system - solved by the Conflicts: tag
installing 64bit kernel on a 32bit system - zypp and rpm don't allow
this afaik, although it should work nowadays
kernel-pae showing up in zypper search output - no solution for that so far.
