The idea is that card (chip) has to loose any previously set values in
hardware registers, which will happen after some time without power.

The same bug in radeon driver can be responsible for problems to wake machine
up after suspend to RAM, or even suspend to disk if user wants to start
machine before chip registers are cleared.
