Indeed and as there is no licence agreemen, there should also not be one with `zypper dup`.
It is strange that if I install M6 and then do a new install of M7 I see no licence agrement. If I install M6 and then do a zypper dup, I DO get the licence agrement.
Looks like a bug to me. Wether it is a technical or 'social/political' bug is another question and I hope it is a technical one. Much easier to solve. ;-)

I can confirm this and the license agreement does not offer English. Downloaded the DVD iso, made it available as the only repo and then zypper dup on a previous m6 install.
