I see another discrepancy.
In http://download.opensuse.org/distribution/README.Factory it says:

But there I can only see, in http://download.opensuse.org/factory/iso/

On the other hand, under http://download.opensuse.org/distribution/ there are both "11.1-Beta2" and "11.1-Beta3" trees.
I find this very confusing.
isn't that because beta2 and beta3 are _releases_ which are all under /distribution? and /factory is current development tree..
Another confusion:
If in http://software.opensuse.org/developer you click on "Expert view" you are taken to http://software.opensuse.org/expert.html which only has data for the released version, not the development version.
